In which the government persuades you to pay 3¢ a week to the health department. This being America, paying for it out of taxation would be out of the question.
It only occurs to me now that this may have been explaining where tax dollars are spent, rather than a plea for additional contributions. In which case, both the rating and the review are unduly harsh.
It also plugs vaccines, which is a lesson many today have forgotten.
